 > To enable teachers to translate the Curriuclum Framwork into 
    classroom practice
 > To connect policy and practice
 > To increase teaching effectiveness and reduce workload

Four layers of documents:
 > System layer  - Progress Maps (Why, So what)
 > School layer   - Scope and Sequence (What, When)
 > Teacher layer - Teacher Planners (How, With what, So what, 
                         How well)
 > Student layer - adaptable according to student needs (For whom)
